Castle Rock names interim utilities director

The Town of Castle Rock has announced an interim utilities director to replace Ron Redd, who leaves the department after 11 years at the helm.
Assistant utilities director Rick Wilkey will replace Redd when Redd leaves Castle Rock Dec. 12. Redd will replace Frank Jaeger as district manager of the Parker Water and Sanitation District.
Redd served as Castle Rock's utilities director since 2001 and leaves the town as councilmembers are poised to begin negotiations on the town's legacy water program, the plan for its long-term water sustainability. The legacy water program is intended to build the town's water supply to a 75 percent renewable source by the time Castle Rock reaches its build-out population, according to town planners.
Redd was also pivotal in the town's decision to hire a special counsel to help with a variance with the Colorado Department of Health and Environment. The variance is a request to allow the discharge of water treatment residuals containing radium from the Plum Creek water treatment facility into the sanitary sewer. It would be the first time the state has entertained such a variance application, said Town Attorney Bob Slentz.
The Plum Creek water treatment plant is expected to open in the spring of 2013.
The move to Parker is a step up for Redd, who will make $150,500 per year when he begins his new duties in January.
“As with all major life changes, this was a difficult decision,” Redd wrote in an email to colleagues. “I will greatly miss my team and the great employees of Castle Rock.”
The town announced it will launch a nationwide search for Redd's replacement. The application process is expected to open by mid-December, with interviews anticipated by the end of January 2013.
“Our strong utilities department team will help to ensure that this transition in leadership goes smoothly, and that our long-term water projects will be carried out as we have planned,” said Town Manager Mark Stevens. “Ron Redd has done an excellent job implementing the town council's policies and direction for the town's water future. We have in place a clean plan and a strong foundation moving forward.”
