If voters are not confused by this referendum petition, they haven't been paying attention. If the tax credit ordinance passed by the City Council is repealed by the voters in November, then shoppers at Walmart would have to pay $11.06 in taxes and fees on every $100 purchase they make. Meanwhile, a shopper down the street at Kmart would only have to pay $8.06 in taxes and fees on their $100 purchase. That's what a repeal would mean.
That situation would probably be unacceptable to IRG and to Walmart and they would likely ask to have their agreement with the City and AURA renegotiated or withdraw from the Plaza altogether.
And, if Walmart pulls out, there will be no further development anywhere in the Triangle until another big-box retailer can be found to replace them. That could leave the community with a boarded-up graffiti-tagged Arvada Plaza with no available financing for redevelopment anywhere else in the Triangle. And that's probably why the City Council voted for the ordinance in the first place.
You have a right to know what you are signing. Unless you are committed to a goal of no Walmart no matter what, do take the time to ask your petition circulator about the downsides of a successful referendum.
