According to Al Norman, one of the tactics used by Walmart is to attempt to have referendums go to a special election, which costs more like $30,000 on average (as opposed to $250K. The idea is that, if it goes to a special election, the voters are annoyed at what many perceive as a waste of money, and it gives the Walmart side a little more of an edge. However, it's not likely in this case that it would go in that direction because early November is only three months away, and only about two months from when we get all the signatures that allows it to go to the ballot.
